Dubbed the middle council of Harrenhaal by Butterbumps, considering that it's not filling those cavernous half-ruins anywhere close to what the gathering called together by the Old King did, there is still a buzz of activity as a great many lords and knights with their retinues have made the journey to influence these proceedings, or just be present at such a gathering, which one is hard to determine as nobles and courtiers mill about poring over tomes for legal precedents, attempting to cut deals or perhaps testing the allegiances of one another. It may be sometimes difficult to realize that there is an actual attempt to forge a lasting settlement when everyone knows it will at best last until the seven kingdoms rise up against one another in civil war, and Brackens, Blackwoods their supporters and perhaps even the king's men are all seeking to strenghten their position for the next and even greater storm. A scant few, such as The Hand of the King, remains committed to the cause of justice and reconciliation, whether out of a sense of duty to some greater purpose than petty squabbles or harboring delusions that the gathering storm somehow can be averted.
Participation:
-Each player may nominate an NPC to be featured in the event, Bittersteel, Bloodraven, Ulbert Blackwood and Otho Bracken are automatically featured.
-Each character can take one action per section, unless otherwise noted.

Victor's Spoils:
-All effects from rolls adjusting VP or war crimes in favor of the victor are increased by a factor of x*20% (round up).
-X is 1 per full multiple of 1.25 (so 1 at 1.25, 2 at 1.56, 3 at 1.95 etc) of (Victor's VP)/(losers VP).
--So twice the VP means +60%, just 20% more is no effect.
---Unless a miscalculation has been done somewhere, the gap between the two is not large enough for this to matter.

Pursuing more personal matters
-You may forego participation in the other parts of the event in order to pursue an outcome by royal decree or other means that would be unlikely to be the direct result of the treaty.
-Examples of objectives one might pursue:
--Turn some holding over to the crown (or perhaps the faith) instead of being given to the other side.
--Seek the king's justice, this option, if successful, removes any war crimes to someone's name from the treaty resolutions and instead sends the matter to the king (or more likely the hand) to sit in judgement of his crimes, one should note that the crown is often reluctant to directly involve itself in such proceedings.
--Sneak one clause or the other into the treaty.
Such things will generally have to be resolved by some sort of complex intrigue mechanic and generally will disqualify you from participating in other parts of the event, either by laying claim to your time or making your side unwilling to consider your wishes.
Moving the crowds
-Characters who did not partake in the war may take an action to paint one side as worthy victors, deserving losers, dishonorable villains or similar.
-Alternatively, they may focus on a single participant, either denouncing him for his wicked deeds or praise his valor.
-May spend a point of influence or glory before rolling for +1b to these tests, or 3 points for +1D.

-Only the strongest modifiers from denounce and praise respectively are applied to the same person in case he is targeted multiple times.
Possible effects (mark objective in rolls):
-Denounce villain (incite, lords Blackwood/Bracken are ineligible targets): The specified participant suffers a penalty to all audience tests for the event equal to the sum of any negative modifier to chivalry score and war crimes to his name, and you suffer -5 disposition from them. This will also add an item to the narrator list of things to possibly follow up on should inspiration present itself.
-Praise hero (convince): The specified participant gains a bonus to all audience tests equal to total glory won, gain +2 disposition (to max +5) from them, any counts of war crimes this hero has to his name increases all the TN's for this action by 3. This will also add an item to the narrator list of things to possibly follow up on should inspiration present itself.
-Denounce Villains (incite): Reduce the VP of the targeted house by 3, suffer -5 disposition with them.
-Praise Heroes (convince): Increase the VP of the targeted house by 2, gain +2 disposition with them.
If your target is affiliated with you (faction allegiance, family or service ties):
-Convince results are halved.
-Incite results are doubled.
If you target is part of a rival affiliation:
-Convince results are doubled.
-Incite results are halved.
Legal Wrangling
-All characters may participate, mark which side you support.

--Presently would appear that only Lord Starkwood is inclined to sign off on any influence being spent by PC's.
-Gain +1D to all tests if arguing for Blackwoods if publicly affiliated with Fire or Brackens if publicly affiliated with Blood.
-If you did not participate in the campaign: +2 disposition with the supported house.
-If you participated in the campaign and support the opposing house, gain +3 disposition with the house supported and -5 with the other.

-Each DoS grants a vote on priorities for treaty targets, these may be allocated among as many targets as desired.
Treaty negotiations:
The treaty negotiations then resolves as follows:
-Each point of war crimes attributed to Lords Bracken/Blackwood (or their house in general) decreases their VP by 4.
-Each target costs VP to obtain.
-The winning side (Blackwood) may reduce their VP to reduce the other side's VP by the same amount.
-All treaty targets will then be given a value of (1+Votes)*VP.
--This provision merely sorts priorities, it does not increase any VP costs.
-The resulting treaty compromise is what maximizes the total value for both sides, the winning side will simply pick first, then reduce away leftover VP, then the losing side picks (more sophisticated variants are possible, but the exact methodology is not IC knowledge, hence the simplification).
War Crimes and Punishment:
Pushing for for someone's punishment works as follows:
-A participant initiates the process by using one of his votes to argue for this option.
-Other participants may then use one of their votes to argue for or against.
-The votes for and against are weighted by the status rank of the participants, the votes of Blackwoods/Brackens are counted again.
-If a majority of the weighted votes are in favor, pushing for punishment is added to the priority list with as many votes cast in favor.
-For determining a majority, only one vote per character is counted.
If pushing for punishment of an individual enters the treaty, the other side may do one of the following:
-Grant concessions by having them attributed to Lord Bracken/Blackwood.
-Allow the matter to go to trial in front of a tribunal consisting of Manfred Lothston, Ambrose Butterwell and Robert Hayford.
All participants on the other side may then vote for which option to go for using the same weighting mechanic as above (one person, one vote, separate from the votes on treaty targets), but a 60% majority will be required for allowing the matter to go to trial due to general reluctance to "betray" one fighting for them.
-The character in question may assume all responsibility for his actions and the matter then automatically goes to trial, he will then be owed a minor or major favor from Bloodraven or Bittersteel (depends on the severity of the possible punishment) for improving the negotiating position of one's side.
Treaty Targets
-Push for punishment of someone committing war crimes (VP cost=3 per point of war crimes committed by that person)
-Blackwood being granted Warrior's Seat (VP cost=150, Blood points: +20)
-Brackens being granted Pennytree (VP cost=50, Fire Points: +6)
-Blackwoods being granted Greenhill (VP cost=20, Blood Points: +2)
-Obtain hostage(s) (VP cost=15, Blood/Fire Points+2)
--Escalating cost: Add a cumulative +15 to the cost of obtaining additional hostages beyond the first.
--Eligible hostages already captive by one side does not count when determining cumulative cost-increases.
-Transfer of land, control of mills and the like (VP cost=5*X, Blood/Fire points +1*X).
--Escalating costs: Add a cumulative +5 to the cost of obtaining additional lands worth Faction points.
-The net Faction points obtained from the negotiation results are granted to the Lord of that house.
-Simon Tarly, if found guilty will be gelded for a certainty, if Brackens were to push for it, they will undoubtedly severely damage their chances of obtaining Lord Tarly's support for the Blackfyre cause, if Blackwoods were to allow it to go trial, the same can be said for the loyalist cause, quite possibly making him decide to let both sides kill one another without his involvement.
-Mikel, if found guilty, most likely faces heavy fine, though exile may also be a possibility.
-Ulbert, if found guilty, would ordinarily get away with a fine, but considering his history, a harsher response may be warranted.
-Rhys, if found guilty, can expect to be fined and little more.
-Walgrave, if found guilty, can expect to be fined and little more.
-Robb Reyne, if found guilty, can expect to be fined and little more.
Considerations for qualities:
Blood of Valyria: Treat your status rank as one higher for determining the weight of your votes.
Nemesis: If the event allows for targeting you specifically, your nemesis will do as much of it that the event structure will allow. These actions will be free and does not require him to be featured. If featured, he may also take his actions normally as if he had not come after you. (this time not targeting you).
Vainglorious: Attempts to compel voting for a treaty target that you helped secure, if possible.
Vindictive: Attempts to compel taking action to target someone on the trigger list, if possible.
