Disclaimer: I am not the GM, and have no actual authority, but I have been around since the beginning (actually, technically before then, as I did help a bit with some of the house rules, but let's not over-complicate things).
However: IMO, you're not too late. These games always suffer a degree of 'attrition' of players, and only survive by picking up new ones. So, welcome! However, having said that, AFAIK, we're vaguely nearing the end of a 'phase', so you may be asked to wait a bit, and join in at the beginning of the next phase.
(Oh, and just a note: assuming Father backs up what I say above, when you're thinking of character, I think you need to think 'any house except Starkwood' - They/We (it's complicated) have, I believe, more active players than the other houses (due to said attrition), so it could do with some balancing out.)
Regardless, welcome, feel free to discuss character concepts once Father confirms you joining. More than happy to bounce ideas around.

More like fashionably late, but you have of course missed out on quite a few memorable parts.
Also, welcome, and I wouldn't worry too much about where we are in the story, we usually manage to get people into it somehow, not going to veto more people in Starkwood, but might be fun to explore what happens in the other places as well.

With the exception of Parmen, who technically isn't a Levalle, all PCs from that house disappear into the Bermuda Triangle. Unless it's Imry. Please ask us any questions you may have. I'm thinking house blackbriar. I like the name. Do I create a character from scratch or pick one of the unclaimed signature characters and make them?

Either (as per here). However, be aware that signature characters have done stuff before (not much - Father tries to keep unclaimed PC-House NPCs relatively in the background, but definitely some). So you should be aware of that, and ask for things they've done if you want to play a signature character. For example, in the case of Blackbriar, I don't think Lady Delia has done that much, particularly outside the family, but Lady Shiera has, relatively speaking. Nothing that can't be dealt with, but stuff you should be aware of. Also, be aware that House Blackbrair has 'split' into two factions - there's the crown-loyalists, led by Lady Erena, still at Gyldenhaal, and the revolutionaries, led by Lady Shiera ... elsewhere, after they were booted out. (And there's Septon Abelar, who was booted out on his own for instigating a massacre, but let's not get into that.) I believe Balon is the only remaining active Blackbriar PC, and he's firmly in the revolutionary camp.

I think the big thing with Delia, IIRC, is that she's betrothed to Preston Oakheart (see here). This is a *big* step up, and Preston is, as far as I'm aware, a good lad, with a good heart, but not so much in the way of wits that a cunning lady couldn't wrap him around her finger in time. In short, she's pretty much hit the jackpot when it comes to the 'wedding lottery'. Of course, this does mean she won't be a Blackbriar (in name at least) for long. Now, whether any of that is a problem for you (or if Father would prefer not having a PC in such a powerful house), I can't say, but that's the 'big thing' to be aware of for her.

Delia has had a bit of screen-time actually, mostly she's just been sassing bigger brother Balon and shown a propensity for youthful mischief (and some talent in using that to move ahead in the world), but the upcoming Preston marriage doesn't really create ideal conditions for integrating a new player I think.
It might perhaps be better to invent a sister/cousin of similar characteristics for more of a blank slate. Which would also allow the use of Delia as an NPC to help integrate your character into the story, assuming I get inspiration on how to do it.

1st, House Blackbriar does in fact have the coolest name. 2nd, as people have said it's a house divided so lots of potential. I'm part of the junior branch which is as pro Blackfyre as you can get (now that dad died) and really wants the main line to gracefully die off. 3rd, I'm currently the only active player for the Blackbriars so feel free to PM me any questions about the house history so far in the game. It will totally be non biased.

So I was thinking maybe a knight of the pro Blackfyre branch of the Blackbriar. He's young, naïve, a cousin, endlessly teased by his cousin Delia. He's keen to prove that he's grown up and an asset to the Blackbriars. And to prove to her that he's not her baby cousin anymore.
