Lord Oakheart might have been won over by what he sees as a young version of himself in Ser Balon, a relentless warrior, able commander and above all willing to make the hard choices necessary to push the hated Dornish back across their mountains, perhaps not as sharp of wit as he would like to have imagined himself, but cunning is overrated, Lords Durwell and Mullendore can play their silly games all they like, the determination to do the hard work required and do whatever it takes, especially when other men would balk, is what truly counts in this world. That Lady Delia is a delightful young maid helps a great deal, as does the blood of House Peake coursing through her veins, and to a lesser extent, the legacy of her father. However, none of that gives House Blackbriar any sort of advantage at the negotiating table. House Oakheart has a long and proud history, from which it has held on to it's role as one of Highgarden's most prominent banners for thousands of years and Lord Walgrave is a shrewd lord whose reign have been long, he knows what sort of dowry is appropriate to follow the hand of the lady that is set to marry his heir, nor would he ever allow the wedding to be arranged without a feast and tourney worthy of celebrating this chapter in the story of such a great house.
There are two negotiation approaches available, both involve a series of opposed tests, counting the difference in DoS between the Starkwood negotiators and Lord Rowan to determine where they go. Lord Walgrave's DoS are noted below. One Blackbriar character may make these tests, two may offer assistance. If another character than Lord Jon negotiates, the agreement may possibly be amended within the confines of the dice results.
Negotiate by raven:
Audience Test TN 21 (4 DoS)
Cunning (Logic) TN 12 (2 DoS)
Simple Intrigue* (Bargain) TN 19 (3 DoS)
*Substitute persuasion for language.
Negotiate in person:
Audience Test TN 21 (4 DoS)
Cunning (Logic) TN 12 (2 DoS)

Resolution:
-A single critical failure: Negotiations fails to reach an agreement and there will be no marriage, causing the invested fire points to be lost.
-House Blackbriar gains +3D6 influence with the announcement of the betrothal, but suffers -20 influence if it is later broken off.
-The Base Dowry is 36 points, each DoS by Blackbriars decreases it by 3 points, each DoS by Oakhearts increases it by 3 points. It can at most be reduced to 18.
-House Blackbriar may have up to two members be granted positions of prestige at Old Oak (Balon, Titus and Vortimer would be eligible, the latter would first squire for Walgrave or Preston).
-Additionally, Lord Oakheart demands that a major tourney must be held, for house management purposes, this would technically have been declared in phase 2 (but the -1D for house actions would have no effect on Blackbriar outcomes, so it can be hosted at Gyldenhaal or Old Oak in Phase 4)
-1 point is the equivalent to 1 coffers, a progress point towards wealth may be sacrificed (can go negative) for a number of points equal to the house wealth assets.
-If House Blackbriar hosts the event, half the base cost of hosting (including grain and prizes) counts towards supplying the dowry.
-If House Oakheart hosts the event, the base dowry increases by half the base cost of hosting in coffers (including prizes).
-Only the location of the event must be decided now, how to pay for it all may be sorted during phase 4. (Probably best to have it at Old Oak).
-Upon consummation, House Blackbriar may make a free long term project action towards increasing status and a free curry favor action, gaining a number of +1D on each as if taking maximum extra time.
-Upon consummation, House Blackbriar gains the alliance status asset with House Oakheart.
-Should the present draft of reworked house fortunes and management rules change in ways relevant to these provisions, adjustments will be made as needed.
Possible ways to pay for it all:
-Additional events and opportunities as needed to bring the cost of the dowry to fit the category of "steep, but manageable" should be expected, some possible options:
-Loans (presumes House Management rules will allow those to be repaid eventually).
-Use of House Fire Points to call in favors.
-Finding brides for Delia's brothers with dowries of their own.
-House members donating tourney winnings and such.
Special:
-For each point of base influence with bargain below 4, suffer -1b (as training penalty) to all tests.
-Knightly/Lordly Chivalry reduces Lord Walgrave's DoS by 1.
-Head of House reduces Lord Walgrave's DoS by 1.
-A character may forego his regular tests/assists when negotiating by Raven, allowing the one writing to use their audience dice pools, and any chivalry/head of house bonus.
-Each point of influence spent grants +1D to any one test (once per test, Erena is inclined to spend 3).
-Each House Fire point for +1D to any one test (once per test, Erena is inclined to spend 3).
-Balon gains +1D for negotiating in person.
