For expedience I’m including scenes for both Ph.2 and 2.5 in this post.
Phase 2:
"I tell you, not only did Ser Normyn prove himself a bastard through and through when he yielded to Ser Robyn at Highgarden, but yet again when he tried to remove my own head from my shoulders in the jousts. Unfortunately, I am ashamed to admit, I have grown far too attached to it over the years to part so easily. He stands coward and a blackguard and that's not even mentioning the greatest crime he stands accused for. Cuckolding his own - now unfortunately passed - brother. A crime which he again and again seems eager to prove himself guilty off. But killing someone as lowly as me wont hold the truth back, surely? The new Lord Quentin is a bastard with not a single drop of the honourable Lord Illyn's blood, not a single drop of Cordwayner blood at all, in fact! May the Gods strike me down if I do not tell the truth. And pray hope Ser Normyn does not try again if I do!" A particular skill of Thaddeus' is his way of speaking of serious things in such a manner that he does not seem to take the serious at all. Whenever he's heard in good company to speak on the Cordwayner Bastards and Ser Normyn's attempt on his life, he seems to be in fairly good humour about the whole thing. As if the whole affair is a jape from a Braavosi farce.

So I haven't used the rumour system before but as I read it's Simple Intrigue (+3 Lordly Chiv +1 Talented) + Status Rank if one is public about it.
Phase 2.5
"Lord Flowers!" Thaddeus mockingly calls out to the young Lord Quentin as the tourney masters tries to settle the scores upon scores of warriors preparing for the clash of the melee. The whole affair is a loud one, tempestuous tensions high as ancient grudges and bold challenges are being called out across the field. It's easy for yet another taunt to get missed by the crowd or onlookers. But Lord Quentin - and perhaps his bastard father, should hear it. "I pray your aim is a bad as your father's. I do wonder if you're as much of a coward as him though? Bastard's Blood will always tell, will it not?" He rides off with a shrug and a smile, always the smug one.

Edit: I realised simple intrigue might not suffice because of Status - can roll out a full intrigue if you prefer? Plan is simple; taunt him in to doing something stupid towards Levalle’s in the melee.
