True there is probably no motivation. Of course, that is one of the problems with games like this. Nothing happens unless the player or the narrator wants it to happen. Random chance (other than rolls) does not play the factor it does in real life.
I meet people every day I wouldn't necessarily choose to meet or have any real motivation to meet. Sometimes it's wonderful, sometimes it's far less so. (Often it is far less so.) I suppose games have a rather scripted dynamic by necessity, but I think that does remove much of the je ne sais quoi.
Just yesterday I met an endearing young street beggar and an extremely intelligent neo-nazi in the same day. I can say I would not have sought out either meeting (certainly not the latter) but both meetings were interesting and valuable in their own way. I think narrative games suffer to a degree because of their lack of random events (and the opportunities and consequences they entail). I am not sure how that could be replicated or if it even could be in a PbP. In live games it is somewhat easier.

And it's been one of my favorite threads so far.

Random interactions are huge. I used to play theater-style LARPs (~20-40 characters, 2-4 hrs usually, some as long as 3 days, pre-gen characters, emphasis on social problem solving and interacting plotlines, not combat), and one of the interesting things was talking with the GMs after to hear how other iterations of the same game had gone - often it will be wildly different based on which characters made a connection early.
Absolutely there is a way to do that in a game like this.
In the loosest form - create an open thread in a public area and put in an OOC comment saying you want to have a conversation with a random PC. There's even a location tailor-made for that in this game, the briar hedge.
Alternately, give every PC a number, roll a die, and ask that PC for a random encounter to chat.
Frequent randomn with NPCs would be a bit taxing on the narrator, unfortunately, which can be a major limitation.

P.S. I really want Laena and Parmen to meet. Two attractive lascivious people walk into a room. I have no reason to send Parmen to her, but it would be awesome to play through the fall out (if something should happen) Best. Father-in-law. Ever! ...Or the worst. I'll let other people be the judge. Honestly, meeting with Laena would be a fun role-play for a lot of reasons, but I tend to agree that there is not a good reason for it to happen at this stage of the story.

I'm struggling a bit...trying to juggle between a busy schedule and just feeling a little lost. I have this problem in games sometimes. Lysette is kind of an innocent, so she's not starting plots, and I'm not sure what to do with her...hehehe.

Same place as last time? And I'll probably involve you in one of my schemes at some point, you still owe me a couple of small favours. I was going to use them on a scheme, but that one got Lanced through the heart, and Balon's to Blame, I give schemers A bad name(I regret nothing. )
