According to the maesters, the collection at the Citadel remains the largest in all of Westeros, though the voluminous vaults of the library at Highgarden comes close to being a rival. With the Gardeners and later the Tyrells being able to afford and store copies of most works curated by the archmaesters. It may not have the most ponderous scientific tomes, or as many originals, but it has a the most comprehensive collection of songs and poetry in all of the seven kingdoms.
A character devoting most of his day at the library (partaking in events will typically disqualify) may make one knowledge(research) test for the topic of his choice per day.
