Making the New Total 19. Do I add the +3 for Connections to this as well, or was that only if I didn't roll for Disguise?

Maester Rhaegor knew that war was coming. He could feel it; his siblings were too antsy with their swords and the birds stopped singing their joyous morning ballads. With war comes conquest, battles, blood being spilt by once close friends now turned enemies. Most importantly, it comes with a shift in power. Things were already set in motion, all Rhaegor needed to do was connect the dots that were present. Houses Fossoway and Caswell, both would gain something if House Hightower found itself spread thin, with no liege lords over the age of 15 and a regent they could control. Both had a want for vengeance against the Hightowers, and who is to say that Lord Caswell wouldn't turn a blind eye if House Blackbar turned up dead on the way back from Whitewalls? Unfortunately for those two houses, the Starkwood boy was an unexpected wedge in their plot, and is the only reason Rhaegor took an interest in the affair.
Was it the truth? He wasn't sure, but he didn't need to be. He just had to incite a little chaos, plant seeds of distrust, and the whole structure would crumble.
He starts at the Peake Hunt, not directly, of course, but having others start things for him. House Fossoway is in a unique circumstance that it has power in more than just one house, with a sister in control of Cordwayner. If it got to her ear, through the wild grapevine that runs rampant, that House Hightower suspected House Fossoway and Caswell in the attack on the Roseroad, Rhaegor doubts that it would be kept quiet, especially with Lady Melara at the event as well, pushing for her own regency. It could also be slipped to Lady Melara that there might be more enemies than friends at the event, as House Fossoway is certainly not her friend after she took the spot of Lord Jon's wife after her unexpected death. They are out for blood, and have been whittling away at Hightower's banner houses, Blackbar being the most recent and gruesome. And wasn't Lord Caswell married to a Fossoway? Is it out of the question that he, too, is in on their plot, and trying to bring down Hightower's control and get revenge, despite his apparent lack of interest in vengeance? If he turned a blind eye, doesn't that make him as guilty?
Rhaegor drops the seeds in different crowds, hoping to reach as many people as possible. He was sure that it would reach the Fossoway's ear, eventually, and hopefully by then, the web would be too thick to unstring.

"Truly gruesome stuff, and not th' first banner house to be attacked. Looks like it was anti dornish revolutionaries,"
"I herd otherwise. House Hightower has enemies, and is being targeted it seems. With the death of Lord Hightower, someone is profiting on the house's lack of regency,"
"One of th' opposing houses ya think? Like th' Peakes?"
"Nah, I herd it was House Fossoway. Still angry about Lord Hightower's first wife dying under unknown circumstances. And it happen'd right outside Bittenridge,"
"Ya mean Bitterbridge? Th' Casewell castle?"
"Yeh, whatever. It was destroyed by the Hightowers years ago, AND, he was married to a Fossoway too, so I herd."
"So hes wrapped up in it too?"
"I mean, 'ow does 50 armed troops enter ya land and disappear without a trace? They don't; unless ya were allowing them ta escape,"
