Brynden finds his bitter brother as predictable as always, clever, yes, determined, yes. A skilled and dangerous adversary? Very much so. But predictable all the same. If only the king could find the nerve to hire the faceless men. But the king is weak, for all his wisdom and learning, he ignored the lessons of King Jaeharys, spending hours every day for years being battered and bruised by his kingsguard to emerge a knight and warrior more capable than most, certainly almost a match for his own kingsguard with Blackfyre in hand. King Aenys had been clever, he had surrounded himself with maesters and septons, not unlike King Daeron II. And yet the realm rose in revolt against him, a lesson his many times grand nephew fails to heed. King Daeron I had been a young fool, but he had given the warrior lords and the knights of the realm the glorious war which they always crave. That is what Ser Daemon offers them, a glorious war, a knight on the throne, the best of them all, a king they would follow through the Red Mountains into a bloody war from which only half of them would return. Far too many would think nothing of committing treason and plunge the realms into civil war to experience such a thing. Bittersteel, Fireball and the rest may leverage the idol of Blackfyre to gather knights to their cause. But a knight is but a man, and while only a knight can make a knight, any man can undo him.
Ser Brynden Rivers, known as Bloodraven, made calls upon unlikely lords before he departed Highgarden with his sisters. Clandestine meetings with those positioned to serve his needs, those of a likely disposition to share his concerns and be willing to offer hidden help.
To Lord Ulbert, he expressed hope for the permission to have men camped in his woods for a time, they would bring their own supplies and keep to themselves, having no more contact with anyone calling the lands of House Starkwood home than it pleases it's lord. If however, it would please it's lord to allow knights and others in his service to visit his camps to offer such assistance as might be helpful, or permit some of his scouts and woodsmen to perhaps join the men in the camps, renowned for their skill and experience, surely they would be fine company should Lord Starkwood's guests move on to other woods, for hunting.
To Lord Alliser, the boon he would wish of him is the use of his docks to shift certain goods, no questions asked, no inspections demanded. Of course, Bloodraven have heard that House Levalle is quite adept at the shifting of money, and should it be so inclined as to make contributions to the cause of the good king. A gift of gold would go a long way to help such leal and loyal men as would fight for their king to receive such equipment, training and other rewards as king's men justly deserve for their service.
Restrictions: Only characters affiliated with Houses Starkwood and Levalle may participate as noted.
Alliser makes the choices for House Levalle (he is free to involve his council), Lord Ulbert makes the choices for House Starkwood (but he will chose as his council, i.e. the Starkwood players, recommend for him). It is possible to make the final decisions on matters related to House Fortunes until the results of Phase 1 actions are known.
A gift of knowledge: Should Houses Levalle and Starkwood permit Bloodraven's requests (the costs for this are negligible enough to have no effect on house fortunes.), they may each inquire about a single topic of interest to them, and Bloodraven will freely share what he knows of it and possibly investigate further and share his findings should he find the topic asked about to be intriguing, some secrets of his he might keep, however.
Funding the efforts: For each 2 points of coffers House Levalle commits to sponsor weapons, armor and supplies for The Raven's Teeth during Phase 1, contribute a Blackwood point. Additionally, for each 5 coffers committed, gain a Bloodraven favor point. At most 12 Blackwood points may be obtained.
Allow Bloodraven to recruit among the woodsmen: For each -1 points (as if undertaking a long term project) towards raising Power that House Starkwood willingly sacrifices up during Phase 1 (can also take from "cushion" if any), contribute 3 Blackwood points and gain a Bloodraven favor point. "Bloodraven favor" points may be used to help accomplish similar things as Blood/Fire points can, the effects are generally of the same magnitude, but they might differ in nature, Bloodraven's primary currency is information.
Sharpening of the Teeth: If Lord Starkood permits the use of his lands, characters affiliated with House Starkwood may offer their services to help train the Raven's Teeth into cohesive units. Taking part makes one unavailable to contribute to House Fortunes during Phase 1, and unavailable to partake in the Star Tribunal event.
