I prefer to keep my inbox relatively clean, so pm's should be restricted to really urgent matters (and initial character submissions and other matters where I've said pm me). Instead, each player should have two threads in their private forum:
1. IC questions.
2. OOC questions.
Private communication should be directed through those two. If it doesn't strictly need to be private, it is my preference that public OOC threads are used instead where other players might be equally capable of helping you out. I usually should be able to get around to things as fast as time allows.
For character creation, having a specific thread for that also works, but once character is set up and such, please keep it to the two threads mentioned above, because standardized communication to me that way will clear up time and energy for making story.
Also, I only react to new posts, and if you start setting something up which looks like a WIP (marked as such, or having incomplete stats or something of the sort), it is probably a good idea to make a new post notifying me that I should take a look. If you make a post saying "placeholder", I probably won't notice once you edit in the planned content, so a new notification is good (also, personally, I am not very fond of people adding placeholder posts in the IC, but if you do that, make sure to indicate in the OOC section once you've edited in the actual content of your post to let other people know).
Additionally, it should be noted that I sometimes am cold and businesslike in the OOC, in part that's just me being me, in part that's me shaving off time where I can, if I can get away with a yes/no answer, I have a tendency to go with it. I don't mean to be crude, aloof and I'm not your enemy or annoyed with you, but I might sometimes be direct and not offer much in the way of reasoning which possibly can make me seem that way.
